I. What is the Site Council?
The Site Council at Dr. Martin Luther King Jr Elementary is a collaborative leadership team composed of administrators, teachers, staff, and parents. Our mission is to identify and implement strategies that support our school community. We work together to define school priorities and take action to enhance the educational experience for every student.
At its core, the Site Council is about tailoring the experience at Dr. MLK Jr. Elementary to the specific needs of our students, our families, and our community.
Our Role & Responsibilities
We act as a bridge between the school and the community. To ensure our programs serve our students effectively, we:
- Analyze Data: We review academic trends and community feedback to guide our decisions.
- Design Programs: We determine the types of enrichment and support programs offered at the school.
- Professional Development: We direct the focus of our staff’s professional growth and training.
- Strategic Planning: We assist in developing the annual School Improvement Plan (SCIP).
- Title I Schoolwide Plan: We serve as the primary body for the development, annual review, and revision of the Title I Schoolwide Plan. This includes conducting a comprehensive needs assessment and ensuring that Title I funds are allocated to support the academic achievement of students failing, or most at risk of failing, to meet state standards
II. Legal Mandates & Duties
The Dr. MLK Elementary Site Council (legally known as the 21st Century School Council) operates under Oregon State Law (ORS 329.704) and PPS District Policy (7.10.010-P). Our primary legal purpose is to improve student learning and achievement.
Primary Duties:
- Instructional Improvement: Develop plans to enhance the school’s instructional programs.
- Professional Growth: Coordinate and administer grants-in-aid for the professional development of teachers and classified staff.
- School Safety: Advise the school board on plans for school safety and student discipline.
- Family Involvement: Foster deep and meaningful engagement between families and the school.
- Community Assessment: Implement surveys to assess community opinions regarding school programs.
- Title I School-Family Compact: Conduct annual review and update of the School-Parent Compact, which outlines how families, the entire school staff, and students will share the responsibility for improved student academic achievement.
- Title 1 Family Engagement Policy: Develop and approve the school’s written Family Engagement Policy, ensuring it is distributed to parents and the local community in an understandable and uniform format
- Budget Consultation: Provide input on the school’s Title I budget, specifically focusing on the allocation of funds for parent and family engagement activities
III. Composition & Selection
To ensure a balanced perspective, the Council is composed of various stakeholders. No single group may hold a majority.
Membership Structure:
- The Principal: One member shall be the building Principal.
- Teachers: Licensed teachers (not to exceed 50% of the council).
- Family Representatives: Parents or guardians of current students (not to exceed 50% of the council).
- In the selection of Family Representatives, the Council shall make every effort to ensure the membership reflects the diversity of the student population, including representation from families of English Language Learners, and students with disabilities
- Classified Staff: At least one non-administrative/non-teaching staff member (e.g., custodial, nutrition, or office staff).
- Community Members: The council may also include business leaders or community partners.
How Members are Selected:
- Teachers: Elected by the licensed teaching staff.
- Classified Staff: Elected by the classified staff.
- Family Members: Elected by the parents/guardians of the student body.
- Others: Appointed by the council.
IV. Public Meetings & Transparency
In accordance with Oregon law (ORS 192.610 to 192.690), all Site Council meetings are subject to Open Meetings Law.
- Meetings are open to the public.
- Agendas and minutes will be made available to the school community.
- We encourage all stakeholders to attend and share their perspectives.
- To ensure equitable access for all Title I families, meeting notices, agendas, and minutes will be provided in the major languages spoken by the school community, and interpretation services will be provided upon request for public meetings
